Go online and buy a domain, we recommend www.doteasy.com. Put some thought into what you call your domain. When you purchase do not buy any other extras except for Domain Locking and/or Privacy. (Unless you know you will require any of the extras you see listed)

This domain needs a hosting server and will be done by the company whom you purchased your domain from. You will receive a username and password.

Now you need software such as Dreamweaver, Frontpage or iWeb installed (there are many others). The latter generally being for personal use but this site has been constructed using iWeb and then Dreamweaver. Follow the relevant instructions for setting up a New Site. This is where your username and password become very important and it starts getting complicated.
